SUMMARY OF THE POSITION
Reporting to the Assistant Director of Youth Healing, the incumbent contributes to the line management leadership, accountability, planning, organization, coordination and reporting, and; helps to ensure the daily implementation and supervision of the quality of the services and interventions at the Youth Healing Center within the Youth Healing jurisdiction.
The incumbent will provide clinical supervision to Youth Healing workers, under its responsibilities, on revision of files for quality assurance, including in the review and verification of reports and in the preparation for court appearances.
The incumbent will also be responsible of implementing in the programs at the Youth Healing Center the various protocols and partnerships between the Director of Youth Healing/locals coordinators and other departments and entities (in particular with Youth Protection, Community Miyupimaatisiuun Centres and the Maanuuhiikuu mental health and dependencies program).
SPECIFIC FUNCTIONS
- Contributes to the coordination of the delivery of YHS Direction in consultation and cooperation with the Youth Protection Service, Community Miyupimaatisiiun Centers (CMCs) and the Mental Health and Dependencies Program.
- Contributes to the development, distribution and up-dating of the programs and services, and; contributes to the Regional Plans for the organization of services for the unit. Assures planning is complete for operational use, and includes clinical service and program objectives, policies, protocols, program and employee support tools, and results in Program Manuals and Management Guidelines that support a quality assurance system design.
- Participates in the planning, organization and coordination for the development and programming of YHS Direction, and the incorporation of such in policies, procedures, protocols and tools.
- Participate to the committee of coordinators under the responsibility of the Director of Youth Healing services and contributes to the planning and coordination of services, to the elaboration of policies and procedures regarding services.
- Participates in the implementation of the policies regarding access to client files. Contributes to the development of an effective system for the preparation of intervention plans, record keeping (client file) and the maintenance of various records.
- Ensures that the programs and services provided are based on respect and autonomy of individuals and communities, and respond to their bio-psycho-social needs as well as cultural and spiritual needs.
- Ensures the supervision of the Clinical Activity Specialist and the supervision of status 5 employees for Intensive Supervision/Isolation/YP Calls/Escorts/1:1 at school.
- Ensures the organization, coordination, implementation, control, and reporting associated to the Girls & YCJA Program units according to the CBHSSJBs clientele approach.
- Ensures the programming function for the organization’s services and programs planning associated to the Girls & YCJA program units.
- Ensures the daily planning, leadership, accountability, organization, coordination, implementation and control of a high quality of life, services and programs within the Youth Healing jurisdiction, in collaboration with others and according to the CBHSSJB’s client approach.
- Contributes to the management, leadership, accountability, planning, organization, coordination and reporting, and; ensures the daily implementation and control for the Girls & YCJA program units.
- Participates in the operational planning, organization and implementation of the YHS regional programming and management support activities for the YH services and programs (i.e. Intake and Clinical Advisors, and Administrative Officers (Secretaries)).
- Collaborates in the implementation of coordination and continuity mechanisms for the 24 hour per day year-round YH services for the Girls & YCJA program units, as required.
- Contributes to the accessibility, continuity and complementarities of the services dispensed by the YHS with those offered by other resources within the communities, the organization (especially Youth Protection) or externally, in order to achieve a seamless integrated circle of care for the clients for which the units are responsible.
- Contributes to the implementation and supervision of the Quality Assurance Program, the norms and standards of quality and interventions, and the satisfaction of the clientele served in the three sites for which the units are responsible, in collaboration with the Pimuhteheu Group.

Exigences
REQUIREMENTS
Education:
- Bachelor’s Degree in Social Work, Psycho-Education, Sociology or Psychology;
- Or be on the list of persons with acquired rights in accordance with PL-21;
Experience:
- Three (3) years of experience in supervision or administration in a social service or re-adaptation environment;
- Or Five (5) years of pertinent manager/supervision experience.
Knowledge and Abilities:
- Knowledge of hunting practices, culture and traditions;
- Experience with Land Base activities & traditions;
- Understanding of inter generational trauma and social issues and how it affects youth, families and communities;
- Ability to provide care and services in a safe and trauma-informed manner experienced by the youth population living on the Cree territory;
- Ability to apply Cree culture, values, traditions and teachings into programs and services management;
- Familiar with traditional healing practices;
- Ability to be inclusive and non-judgmental towards ceremonial practices or religious belief systems;
- Ability to communicate theoretical and practical knowledge, as applied to coaching and training;
- Ability in service planning, supervision, team leadership and monitoring;
- Knowledge of the Quebec and MSSS laws and regulations for Youth Protection and Re-adaptation programs, and the Youth Criminal Justice Act;
- Knowledge of the MSSS Youth Protection and Re-Adaptation Network and its current orientations, services and operations;
- Knowledge of Youth Healing (re-adaptation) practice, current issues and trends;
- Strong knowledge of Cree culture and/or First Nations social services models as well as trends and issues in Eeyou Istchee that affect individuals, families and communities;
- Excellent interpersonal, listening, leadership and teamwork skills;
- Excellent communication skills, both written and verbal;
- Excellent critical thinking, synthesis, organizational and decision-making skills;
- Autonomous, discrete and empathetic;
- Teamwork capabilities.
LANGUAGE
- Fluent in English;
- Fluency in Cree and/or French is an asset;
- Ability to read French is an asset.
OTHER
- Willing to travel;
- Willing to be on-call.
