SUMMARY OF THE POSITION
Reporting to the Assistant Director in Public Health SERC and health protection, the incumbent is responsible of the occupational health services, in collaboration with the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST). She/he is contributing to its planning and ensuring its organization, implementation, coordination and reporting.
The incumbent is also in charge of providing support and advice to managers and employees on public health functions and health determinants in Eeyou Istchee, as it relates to occupational health.
The incumbent responsibilities will be multidisciplinary and cross-sectoral, ensuring the protection, prevention and management of health issues related to work.
Exigences
REQUIREMENTS
Education:
- Bachelor degree in a relevant health or human service field;
- Certificate in occupational health and safety is a strong asset;
- Masters degree in a health or management field is an asset.
Experience;
- Three (3) years of management experience, public health administration or clinical leadership.
OR
- Five (5) years of relevant experience.
Knowledge and skills:
- Knowledge of First Nation public health approaches, trends and issues;
- Knowledge of Eeyou (Cree) communities, culture, values, traditions and teachings;
- Good knowledge of the Ministry of Health and Social Services of Quebec (MSSS) and Quebec Public Health law, programs, regulations, orientations and trends especially for public health surveillance, protection, promotion and prevention;
- Good knowledge of public health current issues and trends related to occupational health;
- Good knowledge of public health evidenced-based approach;
- Good knowledge of knowledge transfer activities and approaches;
- Good record in an appropriate level of public health or programming management;
- Excellent change management skills and the ability to resolve occasionally complex situations;
- Ability to both manage the planning and development of new programs, and the maintenance of existing programs as it relates to occupational health;
- Excellent aptitude for critical thinking, synthesis, decisions making and setting priorities;
- Excellent planning and organizational skills;
- Results-oriented, autonomous, flexible, and ability to multi-task;
- Excellent interpersonal, negotiating and leadership skills, tact and strong team spirit;
- Excellent communication skills, both for written and oral presentations;
- Good knowledge of human, financial, and information resources management is an asset;
- Good knowledge of office 365 applications (including Word, PowerPoint and Excel) and integrated HR management systems.
- Ability in administrative and statistical computer applications, SISAT and other related information system
LANGUAGE
- Fluent in English and French; and,
- Fluency in Cree is an asset.
OTHER

SPECIFIC FUNCTIONS
- Participate in the development, implementation and follow-up of the Regional Public Health Action Plan in the field of occupational health.
- In collaboration with the management team, contribute to the identification of orientations, potential challenges, objectives and priorities of the occupational health team.
- Lead and operationalize the planning, coordination, implementation, development, evaluation and reporting of all activities of the occupational health team.
- Ensure the planning at the long, mid and short-terms level for the human resources needed to support the occupational health activities at the regional level, as well as to support the collaboration with the proximity public health services.
- Ensure a culture that values evidence-based decision making and supports the development of Indigenous strength-based approaches.
- Participate in the development of the operational planning for the occupational health team, including timeline and key milestones.
- Define the scope of assigned projects, identify goals and deliverables in collaboration with key partners from the Cree Board of Health and Social Services of James Bay (CBHSSJB) and other organizations if required.
- Consult within the CBHSSJB and, depending on the project, with Eeyou communities and other intersectoral partners, to determine the priorities in terms of occupational Health activities.
- Implement effective and efficient communication mechanisms with the various clienteles of its interventions, so as to ensure a high level of consultation and coherence in the exercise of its mandates.
- Coordinate and ensure the development, administration and update of all necessary tools, procedures and all related documents pertaining to occupational health team, including the logistical aspects.
- Support, through the provision of relevant data coming from the occupational health team, the development of interventions in collaboration with other professionals, in accordance with wise practice in public health.
- Ensure the development and provision of training on occupational health best practices.
- Ensure the activities and interventions are developed and implemented in accordance with cultural safety principles.
- Ensure the management of all aspects of the operational day to day functioning of the Occupational Health team including chairing of team meetings, and resolution of operational issues.
- Develop and write technical documents, such as Standard Operating Procedures (SOPs) to strengthen Occupational Health mandate.
- Provide advice and participate in decisions relating to the management of all occupational health activities and programs, including for a safe motherhood program (PMSD), Notifiable diseases program (MADO) and occupational post-exposures.
- Ensure the planning, development and management of all occupational hygiene activities, including those related to the hygiene laboratory occupational health.
- Implement new orientations in occupational health, in collaboration with the CNESST and other specifications.
- Collect and maintain data and statistics and prepare reports for management regarding occupational health.
- Ensure compliance and respect of the laws, regulations, ethics, norms policies and procedures for the Occupational Health team.
- Ensure compliance with the specific regional SAT (Santé au Travail) management and accountability.
